Broadland has now frozen its own share for a second year running. The county council’s 5% rise includes 2% earmarked for adult social care. The police precept went up by £14.94 at band D (Council Tax and Budget Information 2026/27).

* Wroxham does not appear in the council’s statutory notice at all. Its 64 rows run from Acle to Wood Dalling and stop. The council’s own budget booklet does list Wroxham Parish Council, with a 2026/27 precept of £62,383 and a band D element of £77.11, so we have calculated the Wroxham row from the district base of £2,323.08 plus that £77.11, using the statutory band ratios. Every other row on this page is copied from the notice.
Those ratios are fixed in law and are worth knowing if you want to check any figure yourself. Band D is the reference. Band A is six ninths of it, B seven ninths, C eight ninths, E eleven ninths, F thirteen ninths, G fifteen ninths and H eighteen ninths.
The parish precept is the only part that varies
Every home in Broadland pays the same £2,323.08 at band D for the county, police and district. Everything above that line is the parish or town council.
Five places pay nothing extra at all: Beeston St Andrew, Belaugh, Crostwick, Salle and Themelthorpe. Their band D bill is exactly £2,323.08.

Cantley’s precept has almost doubled, from £14,000 to £27,650, which took its band D charge from £55.78 to £108.86. Aylsham Town Council put its precept up by a quarter, from £501,730 to £627,715, and that alone is why Aylsham has the highest bill in the district.
A parish precept is not capped the way a council’s is, which is how rises of that size happen without a referendum.
Not everywhere went up. Stratton Strawless cut its precept, from £8,711 to £8,241, taking its band D element down 5.9% to £40.80. South Walsham held its precept flat in cash terms, which meant a small fall per household. The smallest charges in the district are Attlebridge at £2.79 and Brandiston at £4.27 a year.
Two parishes pay for their own street lights, twice over
Broadland provides footway lighting in Great Witchingham and Hellesdon and charges those two parishes separately for it as a special expense. Everywhere else, street lighting is the parish council’s own job and is already inside the precept.

Those amounts are already included in the two rows in the main table above. A Hellesdon band D bill of £2,500.80 is £2,323.08 base, plus £167.72 to Hellesdon Parish Council, plus £10.00 for the lights.
Checking or challenging your band
Bands are still based on what a property would have sold for on 1 April 1991, not on what it is worth now.

You can look up any property’s band free on gov.uk. One thing has changed this year: from 1 April 2026 the Valuation Office Agency became part of HMRC and is now called the Valuation Office. It still values every home for council tax, and it is still the body you challenge, not the council.
Challenging is free. Do it directly through the Valuation Office or on 03000 501 501. Broadland warns specifically about firms that charge an upfront fee to do it for you, and points out you can do exactly the same thing yourself for nothing. You must keep paying at your current band while a challenge is being decided (Council Tax appeals).
A challenge to your band is not the same as a challenge to your liability. If you think you should not be the person paying at all, email counciltax.bdc@southnorfolkandbroadland.gov.uk. If the council says no, you have two months to appeal to an independent valuation tribunal.
Discounts worth checking
- Single adult occupier: 25% off. You must tell the council straight away if another adult moves in, or someone in the house turns 18.
- All residents full time students: exempt. If everyone but one is a student, it is a 25% discount instead. Two non-students and there is no discount at all.
- Severe mental impairment: exempt if every occupant qualifies, 25% off if all but one do. A doctor has to certify it and you need to be receiving a qualifying benefit.
- Disabled band reduction. If the property has been adapted for a disabled person the bill can be dropped a band, and there is still a reduction available if it is already in band A.
- Gone into a care home or hospital permanently, or left home to give or receive care: a discount or, if the property is left empty for good, an exemption.
- People who are disregarded when counting adults include apprentices, student nurses, school and college leavers, 18 and 19 year olds on child benefit, carers who are not a spouse or child, members of religious communities, diplomats, and people in detention.
Most of these are applied for by email rather than an online form (Broadland discounts and exemptions).
There is also a Council Tax Reduction scheme for low income households, set out in the council’s 2026/27 scheme document. And if the monthly amount is the problem rather than the total, you can ask to pay over 12 instalments instead of the standard 10, which cuts a £2,437.78 band D bill from £243.78 a month to £203.15.
Empty homes get charged more, not less
Full council tax is due on a property empty for less than two years. After that a premium is added on top of the normal bill.

Needing major repairs does not stop the clock. Full council tax is still due on an unoccupied, unfurnished property undergoing structural work.
Since 1 April 2025 there have been six exception classes that take a property out of the premium, though not out of the standard charge: armed forces accommodation (class E), annexes (F), homes actively marketed for sale (G) or for let (H), both limited to 12 months, homes recently granted probate (I), and homes undergoing major repairs (M), also for 12 months. You have to apply in writing (unoccupied properties).
If a property is genuinely derelict, the Valuation Office can remove it from the list altogether and no council tax is due. The test is strict: it must be impossible to live in, and need major structural work to make it wind and watertight again.
